He says at some point in canon that he does believe the human element has a large effect on things; believing in predestined fate would remove the possibility for change that he believes humans have the power to wield. He's different from his 2003 anime counterpart in that regard; the 2003 version is of the belief that everyone is worthless and no one's lives really impact anything as far as the world goes, so predetermination would likely be more in line with his beliefs there, but the philosophies behind the different characterizations are completely different.
