He's gotten a bit better about it over the...almost-year that he's been here, actually! ...and by "a bit better" I mean "he's not quite as likely to take your damn head off if you get him started on this topic and he'll probably scream for a bit less than a couple of hours". It's probably still not one you want to get him started on, so take that with about an ocean's worth of salt, but it's troubling him a little less now that he's gotten used to How Things Work in Johto.

That said, however, that doesn't mean he wouldn't change anything if given the opportunity, and there's still a difference between "not being troubled by it" and "totally okay with it." What he's not okay with isn't so much the lack of mandatory education (THOUGH THAT IS MOST CERTAINLY A THING...) as it is the lack of education beyond a certain point, period; he's honestly confused as to exactly how the Professors got their doctorates, given that school doesn't even seem to be a thing once one is past the age of ten. I think if he wants to institute anything in Johto, it would be to at least have the option to continue one's education should they want to, even if the age at which it's acceptable to stop attending school is far lower, which it would most likely be given how things tend to be in PokeWorld over here.
