[Cubchoo's first reaction to this giant fluffy dog monster is to pull on Teddie's hair, much like one would pull the reins of a horse. There was no missing that thing, and even if there was, Cubchoo had an eye for those kind of Pokemon. Fire-types are no bueno, not that his trainer ever figured that out.
