Hahahaha, oh, Cobra. She's not entirely sure what to do with him, really; on one hand, he reminds her of her henchmen, in that sort of..."bumbling and occasionally inept yet trying very hard to be evil" sort of way. On the other hand, she would never take him on as one of her henchmen because he has no problems with violating her cardinal rule of never hurting actual people and only committing crimes for the intellectual challenge. So by and large, she thinks he's kind of a tool? And she's generally sort of dismissive of him just because she figures he's not on her moral or intellectual level, so she doesn't need to really grant him more than a cursory amount of attention.
Which might come back to bite her, actually, because as much as that can be true, it's probably also true that she'll underestimate Cobra because of it, which means he might get the drop on her or surprise her in the future. So it should be pretty interesting!
