Jade is probably one of Penny's favorite people in Johto, and not just because she friendzoned Penny almost immediately. She's a little ray of sciencey sunshine, who may or may not have been a Faunus? We just don't know.
She also knows that Jade's seen and done a LOT of cool things, and if she ever needs advice on stuff. And if Jade goes home, she'll cry for like a week cause she's been told about Homestuck.

Dippin' Dot is a cool kid who sounds like he's lead an interesting life, and Penny really wants to get to know him better. She kind of worries about him too, re: getting hopelessly lost and trying to kill stuff that maybe sort of sounds like Grimm with zero training.
But she also thinks he's pretty smart and will always be up for exploring cool shit with him if he asks.

Dave is the cool kid, it's him.
Penny understands maybe half of what Dave says, but he's basically the best friend she's made since arriving. She appreciates that he's opened up to her, even if it's not something she necessarily understands consciously. And it's DEFINITELY a big deal to her how he handed her freakout on Aromatherapy Day. And basically everything she said there is also true, she thinks it's awesome he's seen and done so much even if SBURB can go eat a bag of bees. He's another person who's departure would warrant like a week of crying cause not only would she miss him, she has at least an inkling of what he's heading back to.
And she really likes his music, she is just a tiny bit jealous of that.
