Heather has literally ALWAYS had a tendency to collect younger (and older tbh) sibling figures-- she's had that from her very first days in the game. And then in the past couple years or so, she sort of went through a period where most of her 'adopted' little brothers and sisters all went home.
Tobias happened to come along after she'd been awhile without any of those sibling figures, and he is A TROUBLED TEEN who is ALONE IN THE WORLD and as such he really pinged her big sister side.
He's a little quieter than some of the other ones she's had, and his red hawk tendencies kind of give the impression that he's not as open to being messed with as much as she generally likes to, so she tries her best to give him space while still making sure that he knows he's wanted and welcome.
HE'S A GOOD KID. WHO IS ALSO A BIRD. AND A SPIKY ALIEN MONSTER. She's still not sure what to think about the spiky alien monster, man.

And then on the other end of the spectrum, we've got Wrath and Micchy. Wrath absolutely looks up to Micchy like a big brother-- he doesn't always understand where Micchy's coming from, but because of the confident way Micchy holds himself and talks about things, he pretty much accepts Micchy as an authority even when he disagrees (like the thing about colors. HE HAS NO IDEA WHY MICCHY DOESN'T LIKE COLORS!!).
The fact that Micchy was the first person to straight-up give him orders and tell him the rules of the place when he got here is still hugely important-- Wrath holds onto first impressions like a dog with a bone and that has pretty much permanently cemented his impression of Micchy as someone he's subordinate to, even though they probably roughly hold the same amount of authority in the eyes of Team Rocket as a whole.
