Partly, I think, because his team gets that Tobias still has a very 'natural' view of the world - it's difficult to not try to chase after something that would have made a good meal two weeks back. It's also why he hasn't built up his team as fast as he might, since a lot of the beginning Pokemon are either small prey, bugs, or other birds.
