What you're looking for: Outside of more friends and rivals, I also want people to annoy the hell out of Atsuro! Seriously, he have a lot of positive CR and he bounce off people with a friendly note. Gotta rattle him up! Also people he can talk about Lockdown stuff with because that crap sucks.

He can be rather quirky and sometimes...speculate terrible things far too enthusiastically, but he means well and work hard!
Plans: Atsuro's not going to participate in the plot battle, so he's around for earthquake-related stuff! And freaking out over absent people.
