Hikaru is probably one of the most friendly people in Johto and she's always up for making more friends. She's also very supportive and she's been in Johto before, so... friend get? Maybe?

Hikaru and Nagisa do seem like they'd make good friends, and Nagisa would likely seek out people who are helpful and supportive like Hikaru.
