Well, and especially if it happens that Cobra is sending him stuff that Team Rocket traditionally uses, there might be some really interesting plotting potential there — I know that some of the Rockets are training their roster to attack humans, so it might be neat to see a response on the part of the Good Guys™ in the form of, like...Albert (and others) poking around an Arbok and figuring out how to neutralize the venom, or testing makeshift gas masks to handle Trubbish and Koffing fumes, or stuff like that. And to do that he'd need test subjects to examine, so...
