...okay, no, but really - Bert is probably the one person Alfred considers an actual friend here? He's gotten to a point where he has a few people that he plays nice with on a semiregular basis (and then there's Walter, who just...is Walter), but he actually likes Bert. He's not sure what to think about the fact that Bert actually seems to want to ensure he stays alive and doesn't get himself killed (...again, because he's got two deaths down and with his luck he'll pull a hat trick before reaching Azalea), because he's not used to people actually caring about that - he's usually surrounded by people who don't care whether he lives or dies, and he generally tolerates that from everyone and tbh doesn't usually care either way himself; he's the sort to just kind of assume he's bulletproof. So the fact that Bert seems to give a damn about that and has flat-out told him that he's glad he's alive and around kind of confuses him a bit, and sort of causes feelings (though for now he's ignoring the feelings because feelings are hard).
Also congratulations, you're the first person outside the research facility in Antarctica to hear about Nosferatu. That was done less through sympathy or wanting to make Bert feel better, and more because it just...felt weird? Basically Bert told him pretty much the biggest secret of his life and he didn't know what to say to it other than "...okay," and he got the impression that wasn't suitable so he just kind of flung that out there at him. That said, he doesn't regret telling him, as he normally would have after telling someone about something like that - that's usually grounds for a "oh god why the fuck did I - " freakout followed by wanting to hunt the person down and kill them, but he's honestly...reasonably all right, with Bert knowing about that.
...He's not sure what the hell he did to get the kid telling him all his secrets and what have you - okay, honestly, he is not sure why Bert likes him, fullstop. Not that he's complaining, and he is stupidly fond of the kid in several ways.
He hasn't quite gotten to a point where he considers Bert his, though he has reached the point where he kind of wants to grind people's heads into the nearest wall for a while if they mess with him.

Okay, well! He...okay, if I'm going to be entirely honest he thinks Saionji is something of an idiot due to the LET'S RUN OUT INTO THE SNOW AND BE A LITTLE PRIDEBALL AND REFUSE ASSISTANCE DESPITE ME HAVING JUST ARRIVED AND HAVING NO IDEA WHERE I AM OR WHERE ANYTHING IS that ensued during their first meeting; on the other hand, his brother is also something of a reckless, abrasive idiot and he gets on just fine with Mondo despite knowing all that. Honestly, he sees a lot of parallels between Saionji and Mondo's outward behavior and so that makes him a lot more willing to tolerate it.
He doesn't dislike her any, though! It tends to take him a while to warm up to people, and that wouldn't really change regardless of what her personality is like; he also tends to be a lot more prickly toward the SDR2s in general because he's surrounded by the 78th going WE NEED TO BEFRIEND THEM!!! at him and he really doesn't see the point because they're a bunch of strangers that happened to share a building for a while. So all that considered, it's good that he's warmed up to her as much as he has; he does like her quite a bit, and he's wanting to look out for her as much as possible because...well, she seems the sort to get into a lot of trouble, and she's tiny and not quite as able to punch faces as Mondo is.
So he's...kind of fond, at this point. He likes talking to her reasonably well, even if he doesn't always agree with what she says. (...It helps that she hasn't said anything particularly heinous toward him outside of standard insults, um.)

He's honestly really glad to have someone who understands him on that level, though - and their understanding isn't based around the concept of trying to "fix" each other, which is important to him in a lot of ways; she doesn't expect him to change or compromise who he is to be friends with her, which isn't something he's used to, and he tends to feel really safe around her because of that. He's used to people being okay with him and then suddenly not being okay and refusing to talk to him; he gets that it's often because of something he did, but he never really understands...what...that something is. Whereas with Parker he feels like he can be himself, and if he fucks up and offends her or freaks her out he can usually figure out why and fix it; she's not a complete mystery to him like most people are, and that's definitely been something he's really grateful to have.
He still thinks she's a good person, despite what she says about it; he used to side-eye the methods she was using to do good for people, but needless to say after canon updating that has...changed...quite a bit...THAT MIGHT NOT BE A GOOD THING BUT IT SORT OF HAS...
That said, though, best sister in the world, okay. >:|

Kimblee has pretty much gotten to a point where he's entirely okay with Carmen, on the level that he was okay with Envy back home. That's still not quite to Archer levels of okay, but Archer is also a different sort of okay entirely so it's kind of a moot point as far as he's concerned; it's not that he likes him better than her so much as he considers it apples and oranges, basically. (It's likely telling that he's still willing to stick around after breaking up, because she was legitimately hideous to him in several ways while they were dating; he's not denying his share of involvement with that but she crossed so many lines it was ridiculous and in ways that he can't just write off as "not personal" - so bluntly put, the fact that he's even still around says a lot.)
He's not entirely sure what the hell to do with this whole...grab-you-and-drag-you-into-another-region-to-evade-arrest thing; honestly, he's still getting used to having someone who actually cares about him rather than what he's capable of doing around - he's been here for a while, but he's also been dealing with the latter for pretty much his entire adult life, and honestly he usually prefers it that way. Feelings are difficult and inconvenient and often contradict with his logic, and he likes his logic exactly where it is; the fact that she likes to involve feelings in everything kind of throws him off a lot of the time, since most people are just content to shrug and leave him be and assume that's just how he is. Sometimes they don't want to deal with it and they ditch, which he's fine with; other times they stick around but just kind of resign themselves to it - she's doing neither, which is kind of confusing but you know what, it makes for a decent game for him so why not.
He's still fond of her in that way that people would be fond of their possessions, overall, but it's better than the usual "not giving a fuck" that he usually gives people; he's one that has opinions on very few people, but he actually has one on her and that's more than half the battle with him. (It's more like ninety percent of the battle.) I also don't think he's had this many direct conversations in his life - he's not really to Ishimaru levels of Cannot Socialize, but he is not used to just kind of shooting the shit with people, and she has gotten him talking to her on a halfway functional level which is always good.
tl;dr there is a lot of QWOP and IDEK and a lot of other acronyms but she's important to him in a way that no one else is, tbh :|a

She's also admittedly sort of an experiment in socializing and not immediately being a judgmental asshole if he doesn't like or understand something, which is something he's been trying to work on for quite some time. So he's...kind of pleased that's going well, at least. :|a
Either way, though, he's pretty okay with her; she seems to have a good head and again, she's nice, so yes, A+ would attempt to socialize horribly with again.

also I still desire eventual Jimmy and Ishimaru interaction in my life for some inane reasonno subject
Because she's awful.
So if anything, she'll likely keep poking him because she likes seeing what the hilarious people do with themselves when they're poked; she'll probably form an actual opinion after several rounds of poking because that's generally what it takes to get anywhere at all with her.
He actually kind of reminds her of someone she got on well with before, though, so she's kind of not sure what to think of - that guy was also really cheerful and enthusiastic and this quickly dissolved into dragging her outside and wanting to have her befriend! all! the people! ...which was kind of tiresome but she didn't mind quite as much after a while, so she's kind of thinking that maybe Jimmy won't be too bad, because people like that keep things interesting. She'll keep an eye out for him, anyway, even if she's not terribly invested just yet.

Guilt issues aside, though, he's...actually found Leon to be surprisingly decent? Like, really, really surprisingly decent. He's found the advice he's given him - while abrasive as hell and not always something Ishimaru wants to hear - to be some of the more useful advice he's gotten in terms of conversation and how to talk to people; he finds Leon to be rather abrasive but at the same time he's blunt as hell, and he gets the impression that Leon wouldn't fuck him around. He says exactly what's on his mind, whether the other person really wants to hear it or not, and that's something that Ishimaru kind of needs conversationally. He's also more extroverted than most of the people from Hope's Peak and Ishimaru has gotten to a point where he can kind of respect that, because it takes a certain sort of skill to be able to do that sort of thing (at least as far as he's concerned); everyone from Hope's Peak is really maladjusted in several ways, but Leon's maladjusted in ways that still allow him to talk to people without having to jump through a million conversational hoops. Basically, he finds the guy to be surprisingly genuine - it makes Leon kind of an ass...well, a lot of the time, but at least he's honest, and Ishimaru likes that he doesn't have to guess at what Leon's trying to say a lot of the time.
...Granted, he still has a really superficial reading of Leon right now because that's just sort of how Ishimaru tends to roll, but he's had conversations with a couple of people that have sort of made him have the realization that "oh, right, Leon...has feelings, apparently." HE'S STILL REALLY BAD AT THIS AND WORKING ON THE "PEOPLE HAVE FEELINGS" THING, but at least he is kind of comprehending that Leon has them at this point; he's...also becoming awkwardly aware that someone needs to tell Leon about Ishida because he doesn't think Leon knows and he knows that Ishida likes to show up during those weird three-day blackout periods, so um.
tl;dr HOLY SHIT KUWATA-KUN YOU'RE A PERSON WHO KNEW
