Ash finds him quite interesting! Which is actually a little impressive, because Kayneth's attitude can be a bit reminescent of the people a younger Asemu used to meet at his parents' military functions, and he hated those. Also, he might or might not be playing up his more pirate-y aspects once in a while to see his reaction. Just because.
Cecil
Cecil deeply appreciates Kayneth's presence, partially because he obviously comes from the sort of environment he can relate to, and partially because his theories and conclusions about the world surrounding them tend to make sense. He just hopes that if all the details about his world won't break his brain if they ever come up.

Atsuro earned himself immediate brownie points by a) appreciating giant robots and b) knowing his way around computers and technology in general. Ash's strength has always been in engineering, but he can still appreciate good programming. He also feels perfectly comfortable telling him the nastier details about his world, mostly because Atsuro seems to properly appreciate how horrible it can be.

Atsuro is one of those people that's been here for so long that Cecil's just come to expect they'll end up discussing whatever is going on when the Pokémon world is being silly, no matter what kind of silliness it is. And he always finds them to be fascinating discussions, too, since their backgrounds and experiences are so different. So that's a bonus!
